Can grommets be removed and reused?
The grommet can be reused for its appearance on the outside of the drum if it’s removed correctly. That usually involves drilling it out from the inside. You end up with the grommet looking fine in the badge on the outside, but it doesn’t hold the badge to the drum. For that you can use double sided tape.
How do you remove plastic grommets?
All you have to do is get a small flat screwdriver and slip it between the head of the screw and the plastic surround. Pull up with enough force to raise the screw enough that you can remove it.

You need to pinch quite hard and pull. No turning needed as there is two flat sides on some grommets. I use needle nose pliers but in some cases I need small vise grips, size 5. The latter is a bit fugly, but effective and better than cutting, in my opinion.
